Luczynski leads the COVID Task Force at CISA and oversees support to federal and state-level vaccine production, manufacturing and distribution efforts. Prior to that, he was the CISO for T-Rex Solutions. He spent 25 years in the U.S. Air Force and during his final assignment as the deputy director of cyber plans and operations in the Office of the Secretary of Defense at the Pentagon, he worked closely with National Security Council staff and government agencies to counter foreign threats and protect U.S. interests by overseeing DoD initiatives to enable military cyberspace ops.
Utsey currrently serves as the chief people officer for T-Rex Solutions LLC, where she partners across the organization to align the company's people strategy with the business strategy and goals. She is a results-driven human resources executive with extensive experience in developing HR programs that maximize organizational effectiveness for emerging small to midsize organizations.
